Melvin was born September 23, 1941, on his grandfather's farm north of Whitney to Woodrow and Lois Peacock. He grew up and attended school in Whitney. He married his high school sweetheart, Jeanne Barnes, in 1958, and they were married for 32 years until her death on March 28, 1990. The couple had three wonderful children: Teresa Lynn, Tony Ray and Steven Melvin. On September 14, 1991, Melvin married a loving and caring lady, Janell Holder, and inherited another wonderful son, Brian.
Over the years, Melvin owned many businesses in Hillsboro and the surrounding areas. Civic involvement was also important to him, and he served on the Hillsboro ISD Board of Trustees and as a member of the Hillsboro Optimist Club, among other organizations.

In a brief biography that Melvin left us, he wrote that his life was very blessed with a loving family. He added, "If anyone here today doesn't believe in Jesus, you should witness the birth of a child. I am looking forward to seeing all of you again. All my love, Melvin."
In lieu of flowers, the family requests that donations be made to Hill County Paw Pals in Melvin’s memory.
